Planned Parenthood Thanks TX Rep

Planned Parenthood has publicly thanked Rep. Solomon Ortiz, who represents the 27th district of Texas, for helping Obamacare pass.

While many other Texas Democrats voted for the healthcare legislation, Rep. Ortiz is notable because he was one of the Stupak 11, so-called Pro-Life Democrats who were opposing the healthcare bill.  Federal funding for some abortions is a part of the legislation; in effect, Rep. Ortiz voted for federal funding of abortion.

Ortiz has requested $618 million in earmarks for the 2011 fiscal year.  It will be interesting to see if his YES vote pays off for his district.

Rep. Ortiz represents Brownsville and Corpus Christi, and he's been in office for 28 years. Tell him what Texans think of his YES vote.

Constitutional Convention?

The Lt. Gov of South Carolina has announced that he has written to all the states to join in calling a Constitutional Convention to amend our constitution to stop this federal takeover. Everyone needs to tell their Lt Gov to support this plan. Executive Order on Abortion and Hyde Language

Text of the Executive Order on Abortion in healthcare.  Rep. Bart Stupak reneged on unborn children and voted for Obamacare based on this order (I'm sure $700,000+ sent to his district for airports had nothing to do with it ::sarcasm::)

ENSURING ENFORCEMENT AND IMPLEMENTATION OF ABORTION RESTRICTIONS IN THE PATIENT PROTECTION AND AFFORDABLE CARE ACT


By the authority vested in me as President by the Constitution and the laws of the United States of America, including the “Patient Protection and Affordable Care Act” (approved March __, 2010), I hereby order as follows:


Section 1. Policy.

Following the recent passage of the Patient Protection and Affordable Care Act (“the Act”), it is necessary to establish an adequate enforcement mechanism to ensure that Federal funds are not used for abortion services (except in cases of rape or incest, or when the life of the woman would be endangered), consistent with a longstanding Federal statutory restriction that is commonly known as the Hyde Amendment. The purpose of this Executive Order is to establish a comprehensive, government-wide set of policies and procedures to achieve this goal and to make certain that all relevant actors—Federal officials, state officials (including insurance regulators) and health care providers—are aware of their responsibilities, new and old.



The Act maintains current Hyde Amendment restrictions governing abortion policy and extends those restrictions to the newly-created health insurance exchanges. Under the Act, longstanding Federal laws to protect conscience (such as the Church Amendment, 42 U.S.C. §300a-7, and the Weldon Amendment, Pub. L. No. 111-8, §508(d)(1) (2009)) remain intact and new protections prohibit discrimination against health care facilities and health care providers because of an unwillingness to provide, pay for, provide coverage of, or refer for abortions.
Numerous executive agencies have a role in ensuring that these restrictions are enforced, including the Department of Health and Human Services (HHS), the Office of Management and Budget (OMB), and the Office of Personnel Management (OPM).


Section 2. Strict Compliance with Prohibitions on Abortion Funding in Health Insurance Exchanges. The Act specifically prohibits the use of tax credits and cost-sharing reduction payments to pay for abortion services (except in cases of rape or incest, or when the life of the woman would be endangered) in the health insurance exchanges that will be operational in 2014. The Act also imposes strict payment and accounting requirements to ensure that Federal funds are not used for abortion services in exchange plans (except in cases of rape or incest, or when the life of the woman would be endangered) and requires state health insurance commissioners to ensure that exchange plan funds are segregated by insurance companies in accordance with generally accepted accounting principles, OMB funds management circulars, and accounting guidance provided by the Government Accountability Office.


I hereby direct the Director of OMB and the Secretary of HHS to develop, within 180 days of the date of this Executive Order, a model set of segregation guidelines for state health insurance commissioners to use when determining whether exchange plans are complying with the Act’s segregation requirements, established in Section 1303 of the Act, for enrollees receiving Federal financial assistance. The guidelines shall also offer technical information that states should follow to conduct independent regular audits of insurance companies that participate in the health insurance exchanges. In developing these model guidelines, the Director of OMB and the Secretary of HHS shall consult with executive agencies and offices that have relevant expertise in accounting principles, including, but not limited to, the Department of the Treasury, and with the Government Accountability Office. Upon completion of those model guidelines, the Secretary of HHS should promptly initiate a rulemaking to issue regulations, which will have the force of law, to interpret the Act’s segregation requirements, and shall provide guidance to state health insurance commissioners on how to comply with the model guidelines.
Section 3. Community Health Center Program.

The Act establishes a new Community Health Center (CHC) Fund within HHS, which provides additional Federal funds for the community health center program. Existing law prohibits these centers from using federal funds to provide abortion services (except in cases of rape or incest, or when the life of the woman would be endangered), as a result of both the Hyde Amendment and longstanding regulations containing the Hyde language. Under the Act, the Hyde language shall apply to the authorization and appropriations of funds for Community Health Centers under section 10503 and all other relevant provisions. I hereby direct the Secretary of HHS to ensure that program administrators and recipients of Federal funds are aware of and comply with the limitations on abortion services imposed on CHCs by existing law. Such actions should include, but are not limited to, updating Grant Policy Statements that accompany CHC grants and issuing new interpretive rules.



Section 4. General Provisions.
(a) Nothing in this Executive Order shall be construed to impair or otherwise affect: (i) authority granted by law or presidential directive to an agency, or the head thereof; or (ii) functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b) This Executive Order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c) This Executive Order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity against the United States, its departments, agencies, entities, officers, employees or agents, or any other person.

Cheapest flight to Washington D.C. March 20

We've had many requests to coordinate a trip to D.C. to stand together with fellow countrymen and congressmen against the Obamacare nightmare.

The best rates we have found are on Southwest. We are recommending the early flight (7:20 a.m.) out, nonstop into Baltimore. From Baltimore, we will take a 25 minute train trip into D.C., returning Sunday at 7:15 p.m. However, if the vote has not occurred, that could roll to Monday if you choose to stay longer. What is the Slaughter Solution?

The Slaughter Solution is a method proposed by NY Rep. Louise Slaughter to "deem" a bill (the healthcare bill) as passed without actually taking a vote on it.

House members will vote on amendments attached to the bill, and if those amendments pass the entire legislation will be "deemed" as passed.

This violates the U.S. Constitution, specifically Article 1 Section 7:

 But in all such Cases the Votes of both Houses shall be determined by Yeas and Nays, and the Names of the Persons voting for and against the Bill shall be entered on the Journal of each House respectively.

Obamacare Alert! Calls needed!

Texas Conservative Digest just released the following:

At this late hour, every state must take care of its own delegation; it simply is to far along to continue working on the entire House - UNLESS you know people in other states that can help call or influence their representatives.  For our purposes here and now - let's concentrate on Texas.
 
Within the Texas delegation in the US House, there are 32 members.  Of that delegation there are 20 Republicans that have stated flatly they will vote NO on the Obama HealthCare scheme. (No Republican from Texas who is of sound mind would do otherwise!)  That leaves 12 Democrats to account for. 

As of last night, there were two Democratic Representatives from Texas that "say" they are going to vote NO or are leaning no.  Overnight, we lost one of those to the undecided column which normally will mean a YES vote. Those two Democrats are:

Rep. Henry Cuellar (D) - 28th District -  has told Investor's Business Daily if they do not change the abortion language he is a NO.  Late news received early this morning, would indicate that Cuellar is wavering and CANNOT be counted on to vote NO, abortion language or not! (His District is strongly Pro-Life and that is the key!) The District for Cuellar includes areas just to the south of San Antonio, Seguin, Floresville, Pleasanton, Laredo, Pearsall, parts of McAllen, Hebbronville); and

Chet Edwards (D) - 17th District - has told CNN that he will vote NO.  (His District includes portions of the Fort Worth suburbs to the south, Cleburne, Waco, Bryan)

These 2 representatives need to be called without fail. 
 
Representative Cuellar needs to be called and called and called.  Here are the phone numbers where he or his staff can be reached:

If you cannot get thru to one office, call the other.  Be polite, but be firm.  Tell them why you expect the representative to vote against this bill - and that you are counting on him to do so.  If he does not - you will NOT vote for him in November!
 
Representative Edwards is different; he has stated flatly that he will vote NO.  Good.  We hope he will keep his word, but he needs to be reminded by as many people as possible that we EXPECT him to vote NO and we are watching.  Thank him for voting NO when they tell you he intends to do so.  But he needs to be called.  If it gets down to one vote, Chet Edwards is one of the people Obama will go to in order to save the bill!

THESE 2 REPRESENTATIVES NEED TO BE CALLED AND CALLED AND CALLED.  THEY ARE OUR BEST HOPE OF PICKING UP A POSSIBLE 2 MORE VOTES WITHIN THE TEXAS DELEGATION.
 
BOTH OF THESE REPS VOTED FOR THE STUPAK AMENDMENT AND BOTH COME FROM HIGHLY PRO-LIFE DISTRICTS. AS OF THIS WRITING, OBAMA-PELOSI-REID-WAXMAN ALL HAVE SHUT OFF ANY HOPE OF WORKING OUT AN AGREEMENT WITH BART STUPAK FOR REMOVING FEDERAL FUNDING FOR ABORTION.  WE NEED TO REMIND THESE REPS OF THAT FACT!
 
Keep in mind that both of these people have already voted FOR the Health Care bill once.  However, when they voted, the elections in Virginia, New Jersey and Massachusetts had not fully been realized; now they have.  Representatives Ortiz and Rodriguez need to be told EXACTLY what is going to happen if they vote for this bill - politely - but firmly.
 
Of the additional 8 Democrats left (listed below) we can assume they are all solid Yes votes, regardless of what they have said publicly. 

Lloyd Doggett (D) - 25th District - Includes Austin, Wimberly, Buda, Kyle, San Marcos, Luling, Gonzales, Shiner, Yoakum, Hallettsville, Bastrop, Flatonia, Eagle Lake, Schulenberg, Weimar, Eagle Lake, La Grange, Smithville, Bastrop, Camp Swift

Charlie Gonzalez (D) - 20th District - San Antonio

Al Green (D) - 9th District - Houston Area: Includes the southwest metropolitan portion of Houston and also contains areas of Missouri City, Mission Bend and part of Fort Bend County

Gene Green (D) - 29th District - Houston area: Includes the southeast metropolitan portion of Houston and Harris County, along with a portion of northern Harris County to include South Houston, Galena Park, Pasadena, Baytown, Channelview, Cloverleaf

Ruben Hinojosa (D) - 15th District - Includes the Rio Grande Valley and Costal Bend regions which encompasses Beeville, Edinburg, Harlingen and McAllen. Robert Gibbs, Obama's Press Secretary, has stated flatly that we will have nationalized health care by this coming Saturday - but as of this moment - THEY DO NOT HAVE THE VOTES!

We have seen in the past, the lengths this Administration is willing to go to pass this Bill.... and it has NOTHING to do with helping people when they need good health care. 
 
BOTTOM LINE: Do not let up now. This bill CAN be stopped.  Make the calls.  Have your friends make the calls.  And Pray.

Planned Parenthood Gala Apr. 30

Planned Parenthood is hosting a gala event to celebrate the opening of the largest abortuary in North America, located right here in Houston.

The clinic, located at 4600 Gulf Freeway, is 78,000 square feet and will be able to perform late term abortions.  I've read that only China has a larger abortion mill.
